Are public buses in Burma not running during the Water festivals?
How is the drive from Bagan to Pindaya and Mt Popa?
What is the cost?

Yes. All public buse is  had already stopped for water festival. For that reason, you should only arrange flight or taxi. The cost for flight is around from $90-$150. It depends on the class and the cost for taxi is also $ 150 but it takes 5 to 6 hours
