Can traveler use their home phone card or they must buy local simcard while traveling in Vietnam?

Yes. You can use they home phone card if you use the roaming then you can receive and make phone call to home with cost around $5 minuites
The best way, you should buy a new one local sim card when you travel to Vietnam. The cost for local sim card is around 60.000VND ( Viettel or mobile or vinaphone). However, you needed an unloccked phone GSM compatible and swapping SIM Cards nobody can call you for an emergency
